Enhancing Early Childhood Development in Refugee Settings in Uganda: Insights from the Kyaka II IDELA Baseline Assessment

Summary

The Kyaka II Baseline Report highlights the implementation of the International Development and Early Learning Assessment (IDELA) to evaluate Early Childhood Development (ECD) in the Kyaka II refugee settlement. IDELA was employed to measure children’s proficiency across four domains: emergent literacy, numeracy, social-emotional development, and motor skills. The findings revealed moderate performance in gross and fine motor skills (44%) but lower scores in literacy (32%), numeracy (40%), and socio-emotional development (34%). The assessment also examined caregivers' knowledge of ECD pedagogy, providing a foundation for targeted interventions. The data emphasize the importance of improving emergent literacy and numeracy while fostering socio-emotional and motor development through holistic and inclusive strategies. IDELA’s data-driven approach ensures evidence-based decisions to enhance children's learning outcomes, track progress, and inform policies. This initiative addresses the critical need for quality ECD services in underfunded refugee contexts, promoting the well-being and academic success of vulnerable children.
